All but two of mine (and those I manage) did, and with no special actions on my part.
My secret? Microsoft Update. I install the patches on a regular basis, either manually (on my servers) or via Windows OneCare. If you have an XP or Windows Server 2003 box, your OS is golden.
The two exceptions were Windows 2000 boxes which I updated manually using How to configure daylight saving time for the United States in 2007. TZEdit is the easiest if you're updating only one or two systems.
I did have to pay a visit to the Windows Mobile Updates for Daylight Savings Time page to update my Treo 700W; that was trivial. I also checked the Time Zone Data Update Tool for Microsoft Office Outlook just to be sure.
